SACRAMENTO, Calif. (AP and KION) California Gov. Gavin Newsom says the state will move into the second phase of his reopening plan as early as Friday, allowing lower-risk workplaces to resume operations with modifications to help prevent spread of the coronavirus.

The plan outlined Monday includes a range of retailers that would be permitted to go back to work including clothing stores, sporting goods and florists.

The governor says a key consideration for entering Phase 2 is the ability for health authorities to test and conduct contact tracing of infections.

The governor's decision would apply statewide, but counties can still have more restrictive orders in place.

“I recently revised our County Shelter in Place Order, lifting restrictions on certain industries and activities, and those changes take effect today," said Dr. Edward Moreno, Monterey County Health Officer. “I will be reviewing the Governor’s recommendations and conferring with regional health officers to determine the best approach. The addition of community testing and state assistance in contact tracing efforts are important new resources towards implementation of Phase 2 changes.”
