Two people arrested after police standoff in Monterey
MONTEREY, Calif. (KION)
UPDATED 10:27 p.m. 12/16/19: Two people are in custody after a five hour standoff in Monterey.
Monterey Police said 37-year-old Edward Bossard Jr. violated a domestic violence restraining order and when police were called, he barricaded himself inside a home.
It all started at 1:30 p.m. Monday at a home on the 900 block of West Franklin Street.
Officers eventually forced their way inside to find a man with a long criminal history and under orders not to be on the property.
“He wasn’t to be in the house and he was in the house anyways. He was an adult child of one of the people who live here,” said Monterey Police Chief Dave Hober.
Monterey Police said the person who called them was concerned for their safety and wanted Bossard out of the home.
Bossard and 18-year-old Angelina Perez are accused of barricading the entrance and refusing to comply with police commands, as well as attempting an exit out the back.
Just before 6:30, police entered the home. Both Bossard and Perez were unarmed and taken into custody.
Neighbors tell KION seeing the armed officers and standoff was shocking.
“This is very unusual. I’ve lived here for two and a half years and I’ve never seen anything like this. Never,” said Jeff Fulton, an area neighbor.
According to police, Bossard has a lengthy criminal history, including arrests for theft, battery, narcotics violations, and criminal threats, among other offenses.
No one was injured.
Police could not tell us what led to the retraining order in the first place.

One man has been taken into custody after police enforced a domestic violence restraining order at home near High and Franklin streets in Monterey. The man had apparently barricaded himself in a back bedroom of the home.
Police tell KION that they were called to the area because a person reported that someone who was not allowed to be in the home barricaded himself.
