Downed tree and power lines snarl morning commute in Santa Cruz

Highway 17 off Glenwood Drive has been reopened after all lanes were shut down because of a downed tree and power lines.

The closure snarled traffic for morning commuters going in and out of the Santa Cruz Mountains.

Pacific Gas and Electric crews were on scene assessing the situation.
