Despite rain, Monterey airport upgrade on deadline

Because we’ve had three years of drought, reservoir levels are quite low, and even though we are over 150 percent of precipitation against the norm, that still leaves the reservoirs far below where we’d like to see them. We will have to wait until next March and April to determine just how much water we will have.
