FELTON, Calif. (KION) - Changes are coming to Highway 9 in Felton, as residents call for improved pedestrian safety, especially in the wake of a tragic accident in 2019 that claimed the life of a student.

Claire Hackett, a teacher at San Lorenzo Valley Middle School for the past 18 years, has witnessed the dangers of the busy stretch of Highway 9 firsthand.

"One of our students, unfortunately, passed away. He was hit by a car while walking down Highway 9," said Hackett, referring to the 2019 incident that killed Josh Howard, a UCSC student.

“It’s definitely not safe for kids to get to school other than by vehicle or school bus,” she added.

According to Caltrans, there have been multiple pedestrian-related collisions in the past five years, including two fatalities. In response, the agency conducted a study and plans to add a 4- to 6-foot-wide shoulder on the southbound side of Highway 9.

The project offers relief to parents like Megan Johnson, who often navigates the area with her two children.

"I have a double stroller, and it's hard to maneuver this street whenever cars are parked really close," said Johnson.

Caltrans is also planning to add a bus pad at the existing bus stop.

In partnership with the Santa Cruz County Regional Transportation Commission (SCCRTC), additional road improvements are expected.

“SCCRTC, which is sponsoring the project, also proposes to bring new sidewalks, bike lanes, and crosswalks to downtown Felton by 2029,” said Kevin Drabinski, spokesperson for Caltrans.

"I walk this area at least once a week with my kids, who love to walk. Having a sidewalk here would be incredibly helpful. I'd feel much safer with all the busy traffic on this road," said Johnson.

Construction is scheduled to begin in the fall and is expected to be completed by the winter of 2027. Caltrans says it will provide the community with updates regarding road closures or delays throughout the construction period.
