ARCADIA, Calif. (AP) The Los Angeles district attorney has found no evidence of crimes or animal cruelty in a spike in deaths at the Santa Anita Park horse track.

District Attorney Jackie Lacey issued a report Thursday that found the 49 deaths in the fiscal year ending in June occurred at a rate higher than the national average, but lower than some previous years. Lacey’s report includes two dozen recommendations for improving safety at racetracks.

She says she will sponsor legislation to make veterinary records more transparent for horses racing in California.
