Criminal charges filed in Carl Debrodie death
A Callaway County grand jury indicted five defendants in the death of Carl Debrodie.
The indictments were filed March 30th and including the following counts:
Sherry K. Paulo, 53, of Fulton, who was indicted for the following offenses:
Count I – the class D felony of client neglect,
Count II – the class C felony of involuntary manslaughter in the first degree,
Count III – the class D felony of abandonment of a corpse,
Count IV – the class A misdemeanor of making a false report of a missing person,
Count V – the class A misdemeanor of making a false report of a missing person.
Anthony R. Flores, 58, of Fulton, who was indicted for the following offenses:
Count I- the class D felony of client neglect,
Count II – the class C felony of involuntary manslaughter in the first degree,
Count III – the class D felony of abandonment of a corpse,
Count IV – the class A misdemeanor of making a false report of a missing person,
Count V – the class A misdemeanor of making a false report of a missing person.
Anthony R.K. Flores, 32, of Fulton, who was indicted for the following offenses:
Count I – the class A misdemeanor of making a false report of a missing person,
Count II – the class A misdemeanor of making a false report of a missing person.
Shaina A. Osborne, 29, of Fulton, who was indicted for the following offense:
Count I – the class A misdemeanor of making a false report of a missing person.
Mary K. Paulo, 34, of Fulton, who was indicted for the following offense:
Count I – the class A misdemeanor of making a false report of a missing person.
The indictment ordered that Sherry Paulo and Anthony Flores be held without bond, that Anthony R.K. Flores be held on a $2,000 bond for each of the two charges, that Shaina Osborne be held on a $3000 cash only bond and Mary Paulo be held on a $2000 cash only bond.
The indictments were indictments were unsealed Tuesday morning for the five defendants charged.
The grand jury was made up of 12 Callaway County citizens who were convened on March 27, the indictments were issued on March 30.
Callaway County Prosecutor Chris Wilson said the indictments were kept under seal until he was “fully satisfied” that criminal charges brought by the state wouldn’t hurt the federal investigation and/or potential prosecution of federal criminal charges.
Fulton Police Chief Steve Myers told ABC 17 News all five defendants were taken into custody around 5:30 a.m. Tuesday.
Wilson said “to avoid any conflict of interest, I requested that the Missouri State Attorney General serve as special prosecutor to review the investigation with respect to the actions of the Callaway County Public Administrator and any employee in that office.” Wilson went on to say, “the filing of state criminal charges is the next step in the pursuit of justice for Carl DeBrodie.”

No charges of murder or attempted murder are included in the grand jury indictment.
“As part of our ongoing cooperation and discussion with federal prosecutors, I have agreed
not to pursue certain state criminal charges against these defendants, as well as other suspects in
the investigation, to avoid interference with any federal criminal charges related to healthcare
fraud that may be brought by the U.S. Department of Justice,” said Wilson.
