Pacific Grove man killed after allegedly shooting chef at Oregon lodge

A Pacific Grove man is dead after allegedly killing a chef at an Oregon lodge over the weekend.

According to the Jackson County Sheriff’s Office, on September 30 around 6 a.m. 50-year-old Neal Brian Norman was on his way to visit a relative when he ran out of gas near Callahan’s Lodge in Ashland,Oregon.

Investigators said Norman initially went into the lobby to use the phone and then went back to his 1999 Honda Accord. He then entered the lodge again with a rifle, walked into the kitchen where he shot and killed 40-year-old Ryan Bagley. Detectives said Norman took Bagley’s Subaru, drove south and then positioned his car in the middle of the roadway facing oncoming traffic. Norman got out of the car, armed with his rifle and waited for traffic to approach.

The Sheriff’s Office said 49-year-old Thomas Moxon was the driver of the first car to encounter Norman on the roadway. Norman shot at Moxon’s car several times. Moxon sped towards Norman when he struck and killed him.

Detectives spoke with Norman’s family who were surprised by the incident, but said he had undiagnosed mental health issues.

“The Jackson County District Attorney’s Office will review all evidence at the completion of the investigation, which is standard protocol for homicide cases. Based on information known at this time, detectives do not anticipate criminal charges to be filed,” said the Jackson County Sheriff’s Office.
