Marijuana Legalization Cleared for Circulation in California
Secretary of State Debra Bowen cleared the topic for discussion to legalize marijuana use under state law.
This would also cover the growth, cultivation, possession, transportation, storage, or sale of marijuana.
This latest initiative would creates a commission to regulate, and provide business licenses for, marijuana cultivation, sales, processing, transportation, and distribution.
This would apply to retail sales taxes to marijuana, unless it is medicinal.
Proponents of this new bill say their is a potential tax revenues in the low hundreds of millions of dollars annually related to the production and sale of marijuana. A portion of this tax would be required to be spent on education, health care, public safety, drug abuse education and treatment.
The initiative needs 504,760 valid signatures by May 23, 2014.
