New legislation introduced to help underserved communities build broadband networks

SACRAMENTO, Calif. (KION) Sen. Anna Caballero has announced new legislation that is intended to help bridge the digital divide in communities around California.

The Rural Broadband and Digital Infrastructure Video Competition Reform Act, or SB 28, would help rural or underserved communities build broadband networks that reach all Californians that lack access to high-speed internet service if passed, according to Caballero's office.

The bill would accomplish that by requiring the Department of General Services, Department of Transportation, Department of Education and Department of Technology to identify real properties, rights of way and other resources that would be a good fit for a public and private partnership for developing broadband networks. The agencies would develop a template agreement allowing any developer to use the identified assets in its development planning and deployment plans.

Caballero said that because it does not involve any new taxes or fees, the bill's requirements will make it possible to bridge the Digital Divide.

“The COVID-19 pandemic placed a spotlight on the inequality caused by California’s persistent Digital Divide. Students, residents and business owners are placed at a huge disadvantage and are struggling to participate in the 21st Century way of life. Now more than ever, we must ensure equal broadband network development across all of California, and eliminate the Digital Divide," she said.

Internet service providers are usually for-profit private companies, according to Caballero, and they may face pressure from investors who want returns on their investments, leading to a lack of services in areas that are rural, low-density or low-income.
